nty championship albeit that three of them involved c b fry by four different umpires newspapers covered the matter minutely and there was endless discussion over the rights and wrongs of the situation in such an atmosphere it was inevitable that moss would come under increased scrutiny and many of those issues occupying national newspapers were rehearsed in the coverage of the lancashire league in 1898 moss took 95 wickets for bacup at 6 00 he headed the bowling averages for regular bowlers and was second to s f barnes in the list of wicket takers although barnes 96 wickets cost 8 34 but one seemingly innocuous incident in july uncovered a depth of feeling against moss among supporters of other clubs when bacup visited lowerhouse a ball from moss struck one of the lowerhouse professionals a man called a wardle who had to retire hurt there was considerable disquiet among the lowerhouse spectators who began to shout that moss s bowling was unfair from later comments it appears that bacup suggested that some of the crowd threw stones onto the pitch or at the players at this stage officialdom publicly sided with moss the umpires made a protest to the lancashire league committee about the behaviour of the spectators and the bacup committee also placed a complaint lowerhouse were effectively given a warning by the league committee and urged to control their spectators moss was wicketless in ten overs in the lowerhouse match but made up for it in the next two when he returned figures of seven for 11 and then eight for 10 bacup cricket club in 2012 but there must also have been some behind the scenes discussion which indicated earlier concerns from bacup themselves in the aftermath of the game before any indication in the press of concerns over the bowling action of moss bacup provided a letter to the league committee to support their bowler and this was reported in the press tom irvine lancashire s assistant secretary had written to the bacup committee in a letter dated 20 may 1898 in reply to a letter sent earlier in the month from irvine s letter it appears that bacup had asked moss why he left lancashire to which he said that he had asked to be released to seek a better wage irvine confirmed that to be the case adding that lancashire had not objected to moss s intention but he went a little further possibly indicating where bacup s concern lay mr samuel swire the honorary secretary of the county further desires to say that never in his opinion was moss s delivery considered unfair and he still continues to think so this correspondence might indicate a few nervous glances in the bacup team at their star bowler s elbow the evidence of this letter when seen by the league committee particularly the apparent official endorsement of lancashire seems to have swayed the opinion of several umpires that moss bowled fairly around seven weeks after the match the lowerhouse secretary was interviewed by the lancashire daily post the feature was not specifically about the incident but more of a general chat and said of the bacup match the reports of the row were greatly exaggerated the demonstration was not against the team but against moss the fairness of whose delivery some of our spectators questioned one of our bowlers was no balled several times in the same match if he meant no balled for throwing there is no mention in the newspapers of such an incident at a time when it would undoubtedly have made local headlines the umpire did perfectly right but it excited the spectators who when moss went on to bowl shouted no ball with all their might none of our officials observed any stone throwing moss was also interviewed at the end of the season this was only reported in 1899 when more questions were being raised about his bowling action but the journalist had mentioned the then fresh incident at lowerhouse sam moss was just a trifle sore about on the point considering the action of the crowd totally uncalled for moss made a pointed comparison to the generous reception he received at rishton after taking eight for 10 when according to moss the club professional had praised him and said well moss i can t see for a moment how people can take objection to your bowling for i can t perceive the semblance of a throw moss also addressed other rumours in circulation he said that no umpire had ever no balled him for throwing and insisted that his departure from lancashire was unconnected to his bowling action however the controversy over bowling actions or the throwing question as it became known did not go away for moss or nationally the crackdown continued in the county championship and glances continued to be cast in the direction of moss in 1899 bacup easily won the lancashire league and moss who took 98 wickets at 6 92 in a hot dry summer and earned the nickname the terror came under closer scrutiny in june the lancashire daily post reported rumours that moss considered by some to be the fastest bowler in england was on the verge of being called up by lancashire rumour suggested that officials from the club had attended bacup matches to watch him yet for others the fact that lancashire had never called him up at a time when the county relied on just two bowlers mold who was also suspected of throwing and johnny briggs was the clinching argument about the unfairness of his delivery he had even been overlooked when mold was injured in 1898 and lancashire s attack was creaking arguments continued to be waged in newspapers but only one fact mattered no umpire had judged him to be throwing but the matter erupted in july umpire holden from the rishton club who officiated the match between ramsbottom and bacup was overheard by a ramsbottom official after the game saying that he thought moss had been throwing he said that he did not want to be the first umpire to no ball the bacup fast bowler therefore in the middle of july ramsbottom made an official protest to the lancashire league committee about moss s action their action was not universally approved the manchester evening news for example accepted that there had been suspicion in some minds as to whether moss ought not to be no balled for his delivery for several years but noted it would have been better had ramsbottom not protested immediately after losing a match to moss s bowling he had taken six for 22 to bowl them out for just 53 the article continued it is only fair to moss to say that ever since he left the groundstaff at old trafford he has been repeatedly watched and many good judges have declared that his bowling is perfectly fair it noted that his friends suggested it was only this suspicion that had prevented lancashire from selecting him and concluded moss has the best bowling average in the lancashire league and if his delivery is adjudged to be fair the inquiry may be the means of promoting him to higher honours the league committee chose not to get directly involved indicating that it was a matter for umpires and results could not be altered but they did take some action first they reminded umpires about the need to strictly adhere to rules 10 and 48s of the mcc rules the laws concerning throwing and on 2 august a meeting of the league umpires was called at which they were told by the committee to strictly adhere to the rules and no ball any player whose delivery they considered at all unfair there had been suggestions that umpires had been reluctant to no ball bowlers in case of consequences for them to provide some mutual support an umpires association was formed at the same meeting moss around 1894 in the very next match 5 august moss was no balled for throwing in an away match against burnley the accrington umpire at the bowler s end at the time only the bowler s umpire could call no ball for throwing the rules were changed in 1900 so that the square leg official could do so as well no balled him once most spectators assumed moss had over stepped especially after he was seen closely inspecting the bowling line the press initially assumed this to be the case as well but the umpire later told one of the burnley officials that the no ball was for unfair bowling and asked him to inform the press it is unlikely that anyone on the field including moss knew at the time he took eight for 37 in his next match moss took nine for 52 against accrington then seven for 74 against todmorden just over two weeks after being no balled at burnley moss was again no balled at haslingden this time he was called three times by umpire harrison of accrington later reports suggested that moss then switched ends to be away from harrison one of haslingden s bowlers barlow who was not a professional was also no balled five times in total across his first two overs by umpire holden of rishton opinion was very divided some clearly thought that moss threw a writer in the nelson chronicle at the start of the 1900 season said if i had my way he would not be playing because i think if anyone bowls with a jerk i e a throw moss does and jerking is unfair bowling he also reiterated that if moss was a fair bowler it was odd that lancashire refused to play him the long feature on moss in the lancashire daily post printed at the height of the controversy in 1899 but including the interview he had given the previous year had made a good point if as some people allege moss throws without a single shadow of doubt it does seem strange that there are no umpires in the lancashire league courageous enough to no ball him of course no umpire cares to take the bread out of a professional s mouth but that moss s delivery is fair can be taken for granted from the rulings of the umpires who are in every way best able to judge the writer also added having watched moss in a practice session certainly had i been umpiring at his end i would never have thought of no balling him and moss received further endorsement from barnsley cricket club after standing in for their professional during the 1899 season the president of the west riding league and united league wrote to moss reproduced in the sheffield daily telegraph my committee thank you very much for the services you have rendered while playing for us in place of our disabled professional j t brown jun there has been a tremendous amount of controversy as to your delivery but if it is any satisfaction to you i may tell you that i have consulted both the west riding and united league umpires in the matches you have taken part in and all say that your delivery is perfectly fair you have a powerful wrist action but all umpires say that with your elbow kept straight as it is you will never be no balled for throwing manchester s athletic news suggested in august 1899 that there were few better bowlers in england and that the best course was for lancashire to play him and have the mcc umpires make the judgement over whether he threw even at this late stage there were suggestions that moss should be called up to play for lancashire against the touring australian team as was the case with the more high profile cases such as mold reasonable people disagreed vehemently about moss s action part of the problem was doubtless the emotiveness of the issue but that comment about moss s wrist might indicate where some of the disagreement arose did everyone watching lancashire league cricket appreciate how nebulous the wording in the laws of cricket did they consider use of the wrist to be unfair and how much of this scrutiny and the eventual decision of two umpires to no ball moss was a result of unbiased judgement and how much a result of the increasing furore about his action and about the issue of throwing nationally the season passed without further incident and as moss already had a contract in place for 1900 there was no likelihood that bacup would stop playing him but trouble was inevitable in what became his final season in the lancashire league on 21 june 1900 when bacup played at east lancashire during his second over moss was no balled three times in a row by the square leg umpire under the amended rules once it became known that the call was for throwing there was general astonishment part of the reason seemed to be according to the lancashire daily post that moss had modified his style for the new season and according to the correspondent many old cricketers said during the match that there was nothing in his action that could be objected to nor could they understand why only those three deliveries were singled out a common complaint in these situations at the end of the over the bacup captain was seen talking earnestly to the two umpires later in the innings moss took a hat trick as a result at the next league committee meeting church s representative seconded by bacup s representative proposed that the two umpires from that game should be struck off the list the motion was heavily defeated but the representatives were reminded that their umpires should see that fair play takes place on the field no further action appears to have been taken and if the lancashire league committee discussed moss the minutes are silent on the issue perhaps they were too taken up at the end of the season with the controversy over another professional jack usher on the field moss was a touch more expensive than the previous season with an average of 8 02 he was still third among regular bowlers but his 143 wickets were the best of his career and would have set a league record had usher not taken 150 during the same season and nine of usher s came in an extra match the league play off after his club had tied for first place even today moss s 143 wickets are the third most taken in a lancashire league season after usher and charlie griffith s 144 in 1964 however despite this success moss was not offered a new contract by bacup possibly this was connected to the doubts over his action but equally possibly something else was going on a report in the todmorden and district news in august 1900 related there does not seem to be much harmony among the bacup first eleven just at present i rather fancy that the vexed question of professional is at the bottom of the unpleasantness the article related how the club captain and another team member had not played in a match but had attended it the vexed question of professional might indicate a discussion over whether moss would have his contract renewed but the newspaper and all others are silent over who was on either side of any debate by august there was a great deal of rumour regarding where moss would play next some sources suggested he was heading to east lancashire but after some confusion and apparent back and forth that club signed a different player instead moss signed for burslem the north staffordshire league champions on 7 august but by the end of the month reports appeared that he had signed for a
