operations and plans 42 it is headed by the director operations a three star lieutenant general or vice admiral the national military command center nmcc is part of the j3 directorate j4 logistics j5 strategic plans and policy j6 command control communications and computers cyber 43 the j 6 directorate is one of a group of agencies that administer the siprnet other administrators include the national security agency the defense intelligence agency and the defense information systems agency 44 the j 6 chairs the dod s military command control communications and computers executive board
