all these factors help chile climb up the ranking making the country a winner this year united states the united states is a clear loser in this year s ccpi down eight spots and near the very bottom of the ranking at 65th the country receives very low ratings across the board in ghg emissions energy use renewable energy and climate policy the us s downward trend has continued following the re election of president donald trump and the subsequent second withdrawal from the paris agreement trump s refusal to acknowledge climate change as human made and the dismantling of regulations designed to reduce emissions as well as promotion of fossil fuel expansion collectively account for the us s very poor performance the ccpi country experts do however continue to highlight efforts at the subnational level with cities and states pushing for ambitious climate action to mitigate the damaging effects from federal rollbacks the labelled countries are the biggest producers of oil gas and
