behavior for everyone so that a country can function don t kill people is a standard criminal law that applies to everyone don t dump your industrial waste in the river is a standard environmental law that applies to everyone even if most people don t have an industry to produce waste don t give away protected information about someone s hospital stay is a standard medical law even if most people never have access to information that is protected ethics are codes of conduct that only apply to certain groups within a society usually professional groups most notably doctors and lawyers though
