the holidays 7 bills were signed into law these bills contained some of the proposals that we previously rejected in the finance bill 2024 here are 7 of the now enacted tax laws 1 elimination of tax reliefs the government has eliminated two key tax relief measures affordable housing relief and post retirement medical fund relief this move reduces incentives for affordable housing and financial preparedness for medical expenses in retirement 2 higher excise duty on sugar alcohol and confectionery excise duty rates have been increased on imported sugar with exceptions granted for pharmaceutical manufacturers and raw sugar intended for processing additionally higher excise duties have been imposed on various alcoholic beverages and imported sugar confectionery this is expected to increase the cost of these items placing additional financial strain on consumers 3 excise duty on tobacco and nicotine products cigarettes both filtered and unfiltered and nicotine products for inhalation such as e cigarettes now face higher excise duty rates this may discourage nicotine and tobacco products consumption and promote public health 4 new excise duties on electric transformers and printing ink excise duties have been introduced at 25 on imported electric transformers and parts and 15 on imported printing ink this will likely raise the costs of infrastructure development indirectly affecting industries and businesses reliant on these imports 5 additional excise duties on imported goods the government has introduced new excise duties on imported goods including 5 on ceramic sanitaryware and tiles 35 on float glass and 2 5 on coal imports with specific rates based on custom value or weight the higher taxes on these goods may lead to increased costs for construction and manufacturing potentially slowing economic growth in these sectors 6 tax exemption for mps mps exempted themselves from paying sh1 billion in car taxes each mp was initially expected to pay sh2 5 million in taxes but this cost will now be borne by kenyan taxpayers this exemption further widens the divide between the ruling class and its people as taxpayers shoulder the financial burden while mps benefit from exemptions 7 significant economic presence tax a new tax targeting foreign companies with a significant economic presence sep in kenya has been introduced non resident population steady for the first time in recorded history a second demographic transition a new study looked at 236 countries since 1950 almost every country is now on a declining path 219 out of 236 what surprised the researchers most it s no longer just rich countries having fewer children mexico s birth rate is now lower than white americans tunisia s birth rate is close to germany s at a fraction of the income the old assumption poorer countries have more children richer countries have fewer is breaking down figure 1 shows the pattern we all learned in school high births high deaths slowly shifting to low and low population grows along the way figure 2 shows what the textbooks usually skip births falling below deaths population shrinking not growing why does this matter economically quite a lot simple arithmetic a country s output grows because more people work because each worker produces more or both take away the growing workforce and a country seen as an economic failure looks different adjusted for its shrinking population japan s growth gap with the us nearly disappears not the story of policy failure everyone tells now bring in a second piece of research this one on welfare states welfare states depend on growth it shows why shrinking populations hit especially hard in growth dependent economies pensions healthcare and social support all assume a growing pool of workers paying in an ageing population does damage twice over fewer people fund the system more people need it much of our tax base is tied to jobs and wages that base shrinks right when demand for support rises add to that the rise of rent seeking and financialisation within care and health provision and rising inequality driving up demand for support growth has been the plaster covering all of it the paper s conclusion is blunt within an economic system built on accumulation and profit maximisation welfare without growth is very hard to arrange our economic systems are built on the assumption of growth our populations are moving the opposite way almost everywhere not two problems happening side by side one problem seen from two directions so if our economies depend on s budget now runs on psu profits not tax hikes not selling assets just good old dividend payouts from state owned giants like coal india ongc sbi and lic and the numbers they re huge in fy25 government owned companies paid over 74 000 crore in dividends that s 16 more than last year nearly 8x what the government earned by selling psu shares 14 of the government s non tax income like dividends rbi profits and fees and a full 35 more than what the government had planned to collect this year and this shift didn t happen overnight over the last few years the government has quietly turned psus into reliable cash machines a policy now requires them to pay at least 30 of profits or 4 of net worth as dividend whichever is higher being the biggest shareholder the centre gets most of that money and when it needs more it often asks psus to pay special one time dividends buy back shares from the government or even buy stakes in other psus for example in 2018 ongc acquired the government s 51 11 stake in hpcl for 36 915 crore effectively transferring cash from one state owned company to the budget that 36 915 crore wasn t through a market ipo it was cash moving internally indirectly benefiting the government s books so yeah turns out it s the old public companies keeping the budget steady but let s not overhype it either is it significant in the full budget not really it s just around 1 7 of total spending small next to tax revenue or borrowing but in fiscal management very useful especially when the money comes in early before the full budget is even out it gives the government room to breathe spend or cut back on borrowing without panic here s the cost no one talks about big dividends today often mean less reinvestment tomorrow and that s a problem for capital heavy companies like ongc ntpc you can t keep milking the cow if you re not feeding it the cash doesn t go back into the companies it goes into funding new schemes new promises nothing wrong with that unless it comes at the cost of the companies future still to be fair it s a smart way to get more out of government owned companies it s clever it s quiet and it s helping for now but is framework for directing public finance insights from the implementation of colombia s national development plan explores what this could mean for three public institutions in colombia the special assets society sae sae the bicentennial group bc and agencia nacional de contratación pública colombia compra eficiente cce our report includes specific recommendations for each of these institutions highlighting the importance of focusing on projects based on their potential to contribute to the goals of colombia s national development plan and designing specific asset management financial and procurement tools to align with these goals and with the needs of beneficiaries notably from within the popular economy considering the adoption of multi criteria analysis to track the progress and impact of these projects and facilitate learning and iteration collaborating with other government actors to ensure comprehensive wrap around support for beneficiaries for example the transfer of a land asset from sae to a community could be complemented by financing from the bicentennial group capacity building programmes to empower communities to manage and sustain their assets over the long term and demand side procurement measures to create local markets for local products considering the adoption of multi criteria analysis to track the progress and impact of these projects and
