tecs did not generally interfere in local affairs as long as the tax payments were made and the local elites participated willingly such compliance was secured by establishing and maintaining a network of elites related through intermarriage and different forms of exchange 83 nevertheless the expansion of the empire was accomplished through military control of frontier zones in strategic
